What obligations do citizens have to the state, and what obligations does the state have to citizens? How should power be distributed, and what are the proper limits of government? These questions have been answered differently in different times and places, with consequences that have shaped the lives of billions of people. The great works of political theory are great precisely because they have been productive: they have given people new ways of thinking about their political situation and new arguments for changing it.
The texts collected here span nearly four centuries and represent political thought at several crucial turning points. Machiavelli broke with the medieval tradition that judged rulers by theological standards and asked instead how power is actually acquired and maintained. Rousseau challenged the social hierarchies of the ancien régime by arguing that legitimate authority must rest on popular consent. Mill constructed the most sophisticated liberal defence of individual liberty yet produced, while Marx argued that liberalism was itself an ideological mask for class interest.
Political theory requires a particular kind of reading. These texts were written in specific historical contexts in response to specific political problems, and understanding those contexts is important for understanding what the authors were arguing. But the great texts also transcend their historical origins: The Prince illuminates political behaviour in the twenty-first century as well as in Renaissance principalities; On Liberty provides the clearest existing statement of the principle of individual freedom in ways that remain immediately relevant to contemporary debates about censorship, surveillance, and the scope of government.
Reading political theory is one of the most useful things a citizen in a democratic society can do. The major arguments about the proper organisation of political life are all prefigured in these texts, and understanding them makes it possible to engage with contemporary political debates with more clarity and intellectual honesty. These are demanding books, but the demands they make are among the most important any political education can make.
